Like what many others said, the best solution is to use Windows 8 supplied drivers (14.8.8.75) instead of the ones from Intel. To do this, go to device manager and uninstall the WiFi drivers. Make sure to select "delete the driver software for this device." Restart your computer and Windows 8 should provide its included drivers for the WiFi. The Windows 8 drivers (14.8.8.75) removes all of the problems with WiFi dropping out and BSODs when connected to Nexus 4 Android hotspot.
